The idea of putting up a  “M’lang Based Computer Learning Center” was conceptualized in 2007 by Honorable Ivy Martia Lei Dalumpines-Balitoc, one of the members of the Sangguniang Bayan.

This is the product of harnessing the concept of utilizing the "Best  Practices” in some other areas of the country through the various educational tours that she made.

Armed with a piece of concept paper which she presented to the August body, she gained support from her colleagues.  The result of the said support was translated into an ordinance where the present Municipal Mayor, Honorable. Joselito F. Piñol also supported the ordinance with the provision of funds for sustainability mechanism.

In its first year of implementation in 2008, was the formative years wherein there should be one agency to be the fire starter and, it was started by the Sangguniang Kabataan Federation who provided the venue. This is where the Teen Center was utilized to be the venue and with the cooperation of the Sangguniang Kabataan Federation with their funds, the first ten (10) computers were purchased.  Lately in the same year, the Memorandum of Agreement between the Municipal Government of Mlang and the Central Mindanao Computer School (CMCS) was forged, stating among their duties and responsibilities to the newly created facility of the Municipal Government. The Municipal Government agreed to provide the needed funds for the maintenance and upkeep of the facility, while the Central Mindanao Computer School (CMCS) shall provide the necessary technical assistance for the short courses that will be created.

In the year 2009, the Community e-Center finally came into its legitimation and for the first time was registered with the Commission on Information and Communication Technology through the National Computer Center.

In September 2009, the ICT Literacy Training Program started. This program offered a free six (6) months training, to program beneficiaries. There were twenty (20) enrollees which were composed of twelve (12) out-of-school youth and eight (8) Baranggay Officials under Miss Julie Ann Bacus as a CLP Trainer. The second batch of training started in the month of June 2010 and ended last December 2010 with thirty six (36) out-of-school youth under the new CLP Trainer, Miss Zusette C. Alforque.In April 2011, the third batch of ICT Literacy Training Program  followed with forty five (45) trainees, thirty six (36) out-of-school youth and nine (9) Baranggay Officials and Professionals, which ended on October 2011 with the same CLP Trainer, Miss Zusette C. Alforque. The fourth batch had 54 trainees , which were composed of 46 out-of- school youth and 9 barangay officials, while the fifth batch had a total of 70 trainees; all participants were composed of out-of-school youth. The data on ICT literacy training program shows that as the number of batch progresses, the number of participants also increases.

As more number of participants are willing to apply for the program, the need for additional units of computer is of great concern.   In 2010, the counterpart equipment (4 sets of PC’s with complete accessories and 1 unit printer) of the National Computer Center was delivered to the Municipality of M’lang and it formed part to the equipment used by the Mlang Community e-Center.

It was also during this year when the Official Website of the Municipality was approved by the Department of Science and Technology. It is the http://www.mlang.gov.ph website, wherein it can be accessed in the World Wide Web open 24/7. Useful information about the Municipality’s programs, projects and activities are available in this website. 

To promote and expand the services of the Mlang Community e-Center to the various sectors in the community, the website of the e-Center was developed and it can now be accessed in the world wide web with its  url address; www.ecenter.mlang.gov.ph.

Recently, the Mlang Community e-Center has expanded on its services on e-tourism to boost the tourism industry of the municipality  and e-disaster risk reduction management and information to address the issue on environment and climate change.
